Chapter 8
Rigging Elections for a Generation
The deal was dead. Democrats and Republicans had been haggling over an August 2020 extension of coronavirus relief legislation that Democrats said was critical to getting Americans back on their feet. With presidential conventions around the corner, the two sides were not in a compromising mood. As negotiations broke down, House Majority Leader Steny Hoyer released House members to head home for August recess, not to return until September 14. That late return date would leave just thirteen working days for House members before the November elections, essentially guaranteeing little more would be accomplished by the 116th Congress. Coronavirus relief money probably wasnât coming.
But then something really big happened to change the trajectory. Bigger than the virus. Bigger than the economy. Bigger than the health and welfare of every American. So big that, Pelosi said, âlives, livelihoods and the life of our American Democracy are under threat from the President.â This was such an existential threat that Pelosi would have to call Congress back from summer vacation to address it.
What could be so urgent? Mailboxes.
More specifically, an evidence-free conspiracy theory holding that President Trump was having mailboxes across the country removed in order to prevent people from voting by mail. Pelosi dutifully told the House they must return to âsave the Post Office!â She had found the next crisis she could use to force liberal policies into being.
